Taking the variety of venues and bands started in a given city into consideration and some other things I think probably the best music scenes would have to be

(in no specific order):

New York
Austin
Toronto
Portland
Chicago

I would like to replace my joke answer of "Idaho" with this real answer that just hit me when i woke up this morning: Detroit.
How quickly we forget about our past.
In summation:
New York, London(and all those towns where they have accents), Montreal, Detroit, Austin
