I would say the best cities/countries have already been mentioned but I want to add Sweden. The home of Jens Lekman and LoopTroop to name some artists.

There's a band called dungen from sweden; they're pretty awesome, if you ask me. kind of a folky-psychedelic sound.

Ta Det Lugnt would be a good album to check out.
