It's not only that Mitch wanted to spend more time with his family, but a bunch of other factors also had a lot to do with AD not being continued. Several factors like they couldn't get the money situation right, and that Mitch didn't want to just turn in a bunch of uninspired work even if they did pay him enough. Basically, what Mitch said is that he told the story he wanted to tell, and it didn't matter how much they paid him he was through. So yes your right when you said he didn't want to do any more, but I think he could have been swayed to continue if the situation had been more ideal from the start of the series.
When they started series 2 there were 24 episodes planned, same for series 3. The material exists in some form or other.

None the less, it's not like they had every episode written out before the season started. They probably had a rough idea of where it was all going, and I assume the truncated seasons meant they had to squeeze material into a shorter time frame, rather than discard it all together.
